Papers of Thomas, clerk of the General Assembly and agent for North Carolina in the settlement of public accounts after the American Revolution. Letters concern settlement of accounts be- tween the state and the United States; settlement of accounts with Col. Thomas Polk and deputy quartermaster general Nicholas Long; settlement of individual claims for damages done by American troops or for payment on certificates; problem of fraudulent certificates; allegation of collusion between agents and certificate speculators; and method of paying pensions. Correspondents include William Dickson, William Skinner, Hugh Williamson, Thomas Polk, and Alexander Martin, with drafts of letters from Thomas and fellow agent James Taylor to Alexander Hamilton, Comptroller Oliver Wolcott, and others.
